用語解説 寄付控除
母校への貢献 先週フロリダでシラキューズ大学工学部の会議があった。学部長の諮問機関が年一度の会合で学部長の報告と新年度の計画を諮問するのである。大学の理事が4名、大学の教授1名、スタッフ2名、学外のメンバーが4名という構成で、企業の取締役会に相当する。いわばベンチャー企業の取締役会議で、社長が実績を報告し、予算を審議するのと似ている。理事と学外のメンバー（社外取締役に相当）はすべてシラキューズ大学の卒業生である。私も1963年に修士をとっている関係で選任されたが、現在のエンジェル活動を買われたものと思われる。金額は公表されないが、理事を含め全員が相当の寄付をしており、アメリカの大学の資金に卒業生が貢献していることがわかる。工学部の予算が約40億円で、これを4年後に90億円まで増やそうという意欲的な長期計画で、これを諮問委員会が審議し、実現のためのアイディアを出し、計画の実行状況をチェックするのである。理事と学外メンバーはビジネス界の経営者ばかりで、大学が学内の教授とスタッフで経営するのでなく、学外の人材を登用しているところはアメリカらしい。諮問の対象は寄付だけではなく、学生の獲得、研究と教育のバランス、施設など多岐にわたる。 他の大学でも同様であるが、卒業生の母校に対する貢献は著しく、同窓会が寄付を集め、学内にも寄付集め専門の部署があり、世界中の卒業生に呼びかけて寄付を募っている。寄付の規模も日本とは比べ物にならず、1千万円規模の寄付者が大勢いる。これらの卒業生はメイジャードナーと呼ばれ、年一度同窓会で昼食会に招待される。無料ではなく自前で参加するのである。これはひとつには税金の寄付控除を受けられるせいもあるといわれるが、それ以前に大学に対する感謝の気持ちを持っていることと、教育の重要性を認識する人が多いことが理由である。欧米では喜捨ではなく、必要としている人がいれば富を共有するという発想があるからで、もとはといえばキリスト教の影響であるが、寄付をする人が全員熱心なクリスチャンというわけでもなく、社会通念となっているようである。資金を寄付するだけではなく、特別講義を引き受けるなど汗を流した活動もあり、ベンチャーを支援するエンジェルによく似ている。 よく聞く話は、日本から留学生がたくさん来るが、授業は熱心に受けるが、卒業するとそれきりで、還元してくれる卒業生は皆無だ、という事実である。MITなどは日本の同窓生が比較的活発に動いていると聞く。シラキューズにも同窓会の日本支部があるが、正規の活動はほとんどなく、寄付活動も行っていない。ごく一部の篤志家がいるのみである。その点、特定の大学ではないが、フルブライト奨学金で留学した同窓生の会では日本発の奨学金を作って留学生を送り出している。長年アメリカ政府がフルブライト上院議員発議の法案で創設された奨学金を受けた人たちが、感謝の気持ちを持って募金に応じた結果である。これもエンジェル活動に似ているといえなくもない。 いずれも自分が受けた教育という賜物に対する感謝の念がなせるわざで、起業家が成功の暁にエンジェルになるのと同じ気持ちであろう。決して宗教に根ざすものではないと思うが、羨ましい社会通念である。 |
